Individual Waste Disposal Systems
Regulation 61-56

Onsite regulations for South Carolina were last amended in July 1986. All sections of the regulations are currently under review and the process is expected to be completed by January 2000. Legislative approval is required in order for the regulation revision to become effective. Performance based standards are being considered, but are not expected to be incorporated in the upcoming revision.

Aerobic treatment units (ATUs), alternative soil absorption designs, gravelless/chamber systems, and mound systems are covered by standards and amendments to the regulations. There are no provisions to allow for variances from the regulations.

South Carolina does not require management districts to monitor or maintain onsite systems because public resources for development of management systems are lacking. Requirements for management of onsite systems are being considered, but are not expected to be incorporated in the revised regulation. A few local communities are considering local ordinances to require periodic maintenance or to establish management entities.

There is no funding mechanisms at the state level to assist homeowners replacing a failing systems or installing new systems. There are however, limited local loan programs for low-income households. For more information, contact Mr. Hatfield at the address and/or telephone number listed above.

Contractors, inspectors, and installers are certified by the State. Training for wastewater professionals is provided through field training, homestudy courses, and attendance at seminars and conferences.

The Division of Onsite Wastewater Management is presently implementing a demonstration project of peat filtration systems. Previous demonstration projects have involved the use of constructed wetlands as an option to treat wastewater.
