Rules Onsite regulations for Vermont were last amended on August 8, 1996. Vermont defines innovative and experimental technologies as anything not approved in the rules. Alternative technologies are covered in broad based sections and subchapters. Aerobic treatment units (ATUs), drip irrigation systems, and evapotranspiration systems, are permitted under the Innovative Permit Process. At-grade soil absorption designs, gravelless/chamber systems, mound systems, sand filters, and spray systems are covered by specific sections within the regulations. Permit fees are required for individual systems and are administered by the Vermont Agency of Natural Resources and Department of Environmental Conservation (ANRDEC). Onsite wastewater regulations are administered by ANRDEC and the local township regulatory authority. Municipal and industrial waste regulations are administered by ANRDEC. ANRDEC's involvement with local level regulatory authorities consist of approving town ordinances only if they meet minimum state standards. Large municipal septic system regulations are
administered by ANRDEC and permitted with indirect discharge permits. For more
