Virginia State Regulations

Virginia Constitutions, Statutes and Codes

Sewage Handling and Disposal Regulations
May 1989

Onsite regulations for Virginia were last amended in May 1989.  Currently, there are plans to revise the existing regulations within the next year.  Sections on drainfields, rock definition, alternative systems, and system design well be revised.  Information concerning changes in regulations can be accessed through the Internet at http://www.vdh.state.va.us.  The state of Virginia is considering the implementation of performance based standards.

Gravelless/Chamber systems, mound systems, spray and drip systems are alternative technologies covered in the regulations by policy.  Aerobic treatment units (ATUs) and sand filters are allowed under surface discharge regulations.  Sand filtration followed by drainfields are allowed through policy.  Alternative soil absorption designs are approved through policy or regulation revision as requested or determined necessary by the Virginia Department of Health (VDH).

The state of Virginia does not require management systems or districts to monitor and maintain onsite systems.

Virginia Department of Environmental Quality (DEQ) offers a funding program to assist homeowners replacing failing systems or installing new systems.  Mr. Donnie Wampler with the DEQ can be contacted for further information at (804) 698-4132.

Virginia has an onsite wastewater association.  Mr. Bob Mayer, President, can be contacted at 800-345-3132, for more information.  The state of Virginia has plans to develop a certification program for contractors, inspectors, and installers.

The state of Virginia does not have an onsite training center, nor does the state provide training to wastewater professionals.

Dr. Ray Reneau with Virginia Tech, or Dr. Anish Jantrania with the VDH, can be contacted at (540) 231-9119 or (804) 225-4019, respectively, concerning ongoing demonstration, research, and testing projects in Virginia.

The VDH and the DEQ are the two agencies responsible for large municipal septic system regulations.  The DEQ sets performance limits and the VDH reviews facility plans.  For more information contact Cal Sawyer at (804) 786-1755, with the DEQ.
