Utah State Regulations

Individual Wastewater Disposal Systems
Utah Administrative Code
R317-501 to R317-513

August 30, 1996

Onsite regulations for Utah were last amended August 30, 1996.  There are ongoing revisions to the regulations, and plans to have this completed sometime within the next year.  At the present time, the state of Utah is not considering the implementation of performance based standards.

Utah considers at-grade systems, earth-fill and mound systems innovative technologies.  Experimental technologies are defined as anything other than conventional septic systems and those considered innovative.  Innovative technologies are approved by subsections within the regulations.  Alternative soil absorption designs, gravelless/chamber systems, and mound systems are covered within the regulations by section.  Experimental systems may be allowed by exception or variance.

There are no management districts in Utah; however, Utah requires monitoring programs for all alternative systems that are set up by the Local Health Department (LHD).  There are plans under consideration to implement a statewide program.  The state of Utah is currently reviewing approaches as they are identified.

There are funding programs to assist homeowners in replacing failing systems or installing new systems; however, these sources are very limited and in most cases are available at the local level.  It is more likely that the homeowner will have to rely on their own resources or through private funding sources.

Currently, there is no onsite certification program, however, it is being considered at this time.  Utah also has an onsite training center, for more information, contact Mr. Jex or Mr. Bhayani at the address and/or telephone number listed above.

Currently, there are no ongoing research or demonstration projects occurring in the state of Utah.
