Onsite regulations for New York were last updated in December 1990.  There are no plans to update these regulations within the next year.  New York is not considering the implementation of performance based standards.

New York Department of Health evaluates innovative and experimental technologies on a case-by-case basis.

Alternative technologies such as: aerobic treatment units (ATUs), alternative soil absorption designs, evapotranspiration beds, evapotranspiration absorption, gravelless/chamber systems, mounds and other raised systems, and sand filters are covered within the regulations. Engineered systems and new products or designs are evaluated and may be allowed by exception or variance.

The state of New York does not require management districts to monitor and maintain onsite systems; however, some do exist.

The New York City Department of Environmental Protection offers programs to assist homeowners with replacement of failing systems or installation of new systems within the New York City Watershed. For further information, contact:

The state of New York does not have a specific funding mechanism to assist homeowners in replacing failing systems or installing new systems. It is through private funding or personal funds or loans that individual homeowners may receive assistance.

The state of New York does not have an onsite certification/licensing program at this time. There are currently, no plans to develop a certification program.

The New York State Onsite Wastewater Treatment Training Center recently commenced operations. Mr. Doug Nelson, the State University of New York (SUNY) at Morrisville Environmental Training Center can be contacted for additional information at (315) 684-6082.  Design professionals have access to the Department's 1996 Individual Residential Wastewater Treatment Systems Design Handbook.

The New York City Department of Environmental Protection is conducting studies of various systems and the Aerobic Wastewater Treatment Association has been conducting studies of aerobic systems. NSF approval of equipment is accepted.  For information contact:
