Design and Construction Manual for Sand Mound Systems
June 1991

Onsite regulations for Maryland were last updated in October 1992. The state of Maryland is not considering the implementation of performance based standards.

Aerobic treatment units (ATUs), alternative soil absorption designs, and mounds are covered in the current regulations.  Any alternative treatment technologies are considered on a case-by-case basis.  Experimental systems are reserved for use in correcting existing system failures.  Treatment and disposal systems utilized in Maryland have included drip irrigation, evapotranspiration beds, gravelless/chamber systems, spray irrigation, wetlands treatment, groundwater injection, waterless toilets with greywater, recirculating sand filters utilizing a variety of filter media.

Maryland does not require management districts or systems to maintain and monitor onsite systems.

Mr. Vance T. Morris, Director with the Maryland Department of Housing and Community Development, at (410) 514-7565, can be contacted for information on assistance for homeowners with a need for replacement of failing systems or installation of new systems.

The Maryland Department of the Environment, MDE administers an onsite certification program to those installing sand mound systems.  Mr. Prager with the MDE can be contacted at the address and/or telephone number listed above for further information.

Operator certification and licensing programs provide extensive curriculum through the Maryland Center for Environmental Training.  This training is provided through the Charles County Community College.
