Constitutions, Statutes and Codes Wastewater Systems Onsite regulations for Hawaii were last updated in August 1991. Minor revisions to all sections are currently under way. Major changes include sludge management/permits and reclamation. Tentative hearings are to be scheduled in late 1998 or early 1999. Performance based standards are not being considered for implementation with regards to onsite systems. Revisions to the original regulatory document are made to incorporate alternative technologies allowed in Hawaii. Aerobic treatment units (ATUs), evapotranspiration beds, gravelless/chamber systems, mounds, waterless toilets, and sand filters are covered by subsections in the regulations. An onsite management system or maintenance district is not required or recognized in the state of Hawaii. The Wastewater Branch is responsible for all onsite wastewater system matters on a statewide basis. A state level funding program does not exist to assist homeowners with replacement of failing systems or installation of new systems. The state of Hawaii does not have an onsite certification/licensing program for wastewater professionals. There are currently no plans to develop a certification/licensing program. The state of Hawaii is attempting to sponsor short training courses to specific groups of interested persons.
