Assistance providers help small communities address solid waste issues
Several regional solid waste technical assistance providers discuss how they help small communities deal with the many issues involved in solid waste management.


RCAP offers solid waste technical assistance

Solid waste specialists in each regional field office of the Rural Community Assistance Program offer on-site training and technical assistance to local officials dealing with solid waste management issues.


NETCSC welcomes Hoornbeek as director
John A. Hoornbeek assumed the post of NETCSC director on October 1, 2001.


Efforts underway to train water systems on emergency planning and security
Since the terrorist attacks of September 11, 2001, many government agencies and private organizations are developing training sessions, materials, and resources to address public water systems’ urgent need for emergency planning and security training.


2002 Environmental Training Institute for Small Communities

NETCSC announces that its 2002 Environmental Training Institute for Small Communities will be held August 5 to 9 in Morgantown, West Virginia. The theme for this year’s Institute is “Public Health and Environmental Quality: Small Communities in the 21st Century.”

Wyoming training initiative a success

Former attendees of NETCSC’s Environmental Training Institute for Small Communities are now training local officials in Wyoming about their responsibilities for managing small drinking water systems.


Web resources abound for emergency, security planning

A number of online resources are highlighted in this article, including Web sites for the U.S. Environmental Protection Agency, the Centers for Disease Control, the Federal Bureau of Investigation, the American Water Works Association, the National League of Cities, the Water Environmental Federation, the National Safety Council, and the National Drinking Water Clearinghouse.


Small water system video series available
The Office of Water Programs at California State University in Sacramento is offering a new set of 10 videos and a learning booklet for operators and managers of small drinking water systems.


Training resources
Several resources available from NETCSC are profiled, including a set of six summary reports from the National Onsite Demonstration Program Phase II and the training curriculum, Assessing Wastewater Options for Small Communities: for Local Officials.

New arsenic standard: assistance providers, regulators, communities prepare to comply
The U.S. EPA announced a new, lower drinking water standard for arsenic in October 2001. Now, technical assistance providers and state regulators are making plans to help small water systems across the country understand the details of the new regulation and achieve compliance.



Arsenic regulation, science, remediation resources available
A number of online resources that offer information about health, policy, and treatment technology issues relating to the new arsenic standard for drinking water are detailed.



U.S. Congress passes Bioterrorism Preparedness and Response Act
Water systems prepare to comply with new law
The U.S. Congress passed legislation in May mandating that community water systems serving more than 3,300 people perform vulnerability assessments and develop emergency response plans. Additional sidebars for this article include:

    Institute educates environmental professionals
    The National Environmental Training Center for Small Communities’ 2002 Environmental Training Institute was a resounding success with more than 130 attendees from 34 states participating in the annual training event held August 5 to 9 in Morgantown, West Virginia.

    Local official training improves water management
    An evaluation conducted by NETCSC and Community Resource Group shows that drinking water system board members have found management training to be helpful. Several Mississippi communities have experienced major benefits as a result of the training session, “A Business Approach to Managing Small Water Systems.”
