Helps local officials’ understand how to make good decisions about selecting and working with assistance providers and consultants. Familiarizes local officials with the many types of technical, managerial, and financial assistance available, and the advantages of using them. Topics include:

• Relationship between managerial capacity and working with consultants and assistance providers
• Difference between assistance providers and consulting engineers
• Basic proposal process
• Asking the right questions & evaluating recommendations
• Elements of a contract, engineering report, and plans and specifications
• Ongoing evaluation of consultants
• Seeking input from the system operator
