Remember EPA has mandated that only system with population 3,300 and above are required to submit a Vulnerability Assessments by July 1, 2004. Systems smaller than 3,300 it is only a recommendation that a VA be done. Don't forget that the Emergency response plan needs to be done and submitted six month after the VA has been submitted. Be advised this is sensitive material only let authorized people or person review the VA. I believe the EPA has a good template for VA and ERP or do a web search for examples.

Remember to have a plan for the first responders to have access to all secured sites and protective equipment. Also have the training for those first responders to operate water and wastewater system. Also a secondary back-up system to water and wastewater contols would be a good plan.
