This guide provides a review of the three key phases of an infrastructure project: planning, pre-construction, and construction. It focuses on existing systems that need to upgrade, repair, or address an emergency, vs. starting from scratch in a community with no existing infrastructure. The guide is written for those with little infrastructure experience, such as community elected officials, clerk-treasurers, public works staff, and consultants. It outlines how to gain control of the infrastructure process, especially by getting to know the process long before construction begins.
